Premenstrual syndrome and/or period side effects are not a part of women health but they are part of women life.
Absolutely healthy women theoretically should not have any symptoms and/or any side effects but in reality all women have some specific feelings and specific symptoms correlated with menstrual cycle and with hormonal fluctuations.
Some women could have period side effects whole life and some women could have period side effects only during limited period of the reproductive age.
Many women have premenstrual syndrome sporadically and some women have premenstrual syndrome during whole reproductive period (period of regular menstrual cycles - up to menopause).
Body sensitivity to hormonal fluctuations and life stressed could be different in different women and in women of different age. For example, females in puberty are more sensitive and could feel more period side effects.
